Retirement Health Savings Plan (RHSP)

On January 30, 2007, the Board of Supervisors approved the adoption
of the Retirement Health Savings Plan (RHSP) for all benefit eligible
employees. The RHSP is a plan to provide tax-free savings during employment for
payment of premiums and other qualified medical expenses post employment. The
County of Sacramento will contribute $25 per pay period to an individual’s
account pre tax (subject to work and pay rules). When you become benefit
eligible (upon termination or retirement), funds can be used to reimburse
qualified medical premiums, such as COBRA premiums, individual medical policy
premiums, Medicare Part B premiums, etc, as well as qualified medical expenses
such as copays and deductibles. The reimbursement payments are not taxable and
do not need to be declared as taxable income as long as they are used for
qualified medical expenses.
The County has contracted with ICMA-RC to use the VantageCare
Savings Plan to implement this program. Enrollment is automatic for all
eligible employees. While you do not have to complete an enrollment form, you
should choose your investment options. If you don’t choose an investment
option, your contribution will be deposited into the age-based Milestone
Funds that closely match your anticipated target retirement date until an
investment option is selected.

Medical benefit claims processing and payment will be handled by ICMA-RC’s
